Empower will calculate new cumulative values for BCWS, BCWP and ACWP from the most recent OTB date forward (BcwsAdj, BcwpAdj and AcwpAdj). From these adjusted cumulative values, Empower will calculate the following metrics:

Instructions/Assumptions:
1. The OTB date field (LastOTB in the CPR Headers download) must be populated for the period in which the OTB occurred and then all subsequent periods with that same date unless a new OTB is implemented. Empower supports multiple OTBs, simply update the LastOTB field with the new OTB date in the month the new OTB occurred. Empower will start new cumulative values at that point.
2. Empower assumes a single point adjustment for all lowest level elements in the WBS, OBS, etc. (e.g., both schedule and cost variances are set to zero by setting the cumulative BCWS and BCWP equal to the cumulative ACWP.)
3. Values for BCWS, BCWP and ACWP must be collected in the same account and sum from the bottom of each structure. Situations where BCWS and BCWP are collected in one work package (or work packages) and another work package just for actuals is not compatible with Empower’s OTB methodology for adjusted OTB values.
4. Since cumulative ACWP is the only real number (cumulative BCWS and cumulative BCWP are set to equal to it), Empower does the same thing with the adjusted BCWS and adjusted BCWP (BcwsAdj and BcwpAdj) to determine the first period of current period data after an OTB. For example, Empower will calculate the current period ACWP by decuming and then set the BcwsAdj and BcwpAdj equal to AcwpAdj. Decuming BCWS and BCWP in the month of an OTB can result in nonsensical current period values and we don’t want to use those. For example, if cumulative ACWP is less than cumulative BCWS in the month of the OTB the current period BCWS would be negative after decuming. Empower normalizes this anomaly by setting the BcwsAdj and BcwpAdj equal to AcwpAdj.
