Empower needs to know what units are used for Labor Dollar and Hours to perform the calculations. I suspect you need to populate the fields in the "Contracts (All)" download file that identify those units.
1. Go to Admin>Data Download>Contracts (All)

2. Open the file

3. Go to "Settings" tab

4. Update the LaborDolID, LaborHrID fields to identify which units are used for each. You will find unit id's in the data download, ContrUnits

5.  Put a"c" in the action column for the row(s) changed

6. Upload the revised file.

7. Run reclac

In the attached sample, MOH-2 uses UnitID 2 for hours and UnitID 5 for Labor Dollars.
